This is a Ward Leonard control, a predecessor of modern frequency converters. It can smoothly change voltage for the elevator motor. It's mounted vertically to reduce vibrations transfered into floor from its spinning shaft.

This is probably a Ward Leonard control. The motor-generator section was used for smooth speed control of the elevator motor. In modern buildings, thyristor drives, soft-starters or frequency converters are used instead.
