The little tubes were probably injectable medications. You can tell, because some of the lids have rubber centers where the nurses or doctors would put a needle in the draw up injections.

That chair looks almost exactly like the geri-chairs that we use today at the Nursing Home I work at. Except there is more padding at the top where the patients lay their heads. Was there a lever in the back where you could recline it?

The "Tubes" are actually condenser tubes. As the steam goes through the turbine, it runs down through the tubes with contain cool water, thereby cooling the steam back to water.
