It was stupid people that like to destroy thinks and tag things that are not theirs. Most patients are not allowed to become that violent the staff are at the patient's side to provent him or her from harming another patient or themselfs. and them they are put in the quite room and give medication and or restrains until they have commed down.

That mask looks to recent and in very good condition (no dust apperentaly) to date back from years ago. This shot is probably scened in one way or another.
