Highly likely to be the remains of a pigeon caught by a peregrine falcon. Like owls, it is not as well known that ALL birds of prey can consume almost everything including bones, hair, feathers (although feathers are usually plucked by the falcon) and are later regurgitated (almost like owls do) in pellet form later on.
