The time is 1910 -1920, a complete set you can buy now for about 2500 Euro .

The black level was a shutter to cut the light off. As the bulb could not turn on and off quickly, the shutter was used for quick cuts.

I agree. The craftsmanship in this fireplace and the pillars is incredible- what beautiful work! Its too bad it is sitting there going to waste.
