It's very sad that these are still used on people today. I have a friend who visited a mental institution in recent years. She said it is not the kind of place she would visit again ever.

Icewox, Its not that "it chips off" as it is just as prone to stay intact if it was applied correctly. It is the fact that children tend to put anything that fits into their mouths and paint chips are common in poor places where they wouldn't spend the money to do the prep work before painting that prevents the paint from peeling or chipping off. Most of teh chipped paint you see has some other color under it right? The chipping is due to that surface not being properly prepared to let the new paint adhere properly.
Also if the paint is not mixed right it won't have the correct formulation in all places and some of them with less oil/lead will dry out and chip instead of growing that tight oil paint skin.

I see at the top right of the picture some remnants of the removed stairs. Looks like they were metal and cut off with a torch. I would be interesting to see the rest of the stairs in the place to compare.

Lead paint chips off, right? That's why you see the articles about the dangers of old painted rooms/buildings and children eating the chips. Maybe the door frame is steel.
