Considering the age of the building since it closed. It is highly unlikely that it is blood.
Blood like many other biological substances decomposes and won't leave bright, brilliant red stains.
It eventually will turn into dust or nothing at all.
Even if it was blood at one time, it would take a lot of different chemical testing on the substance, to determine wether or not it was a blood stain at one time.
Rust on the other hand, leaves a stain that does continue to show it's color after long periods of time.
What you are probably thinking is blood is probably just rust.

Just to throw in, it isn't always just doing a large load of equipment; sometimes large items need to be sterilized too. Having received burns from items out of an autoclave before (my own stupidity), I can't imagine how anyone would think this could be used for torture: no one would survive it! I'd rather be forced to think about sitz baths all day than think about being in a running autoclave!
If the morgues were full, why would they need a makeshift autopsy table? If anything they would need to find a new freezer for storage (and a slab bath would be much more suitable for an autopsy anyway!)
I'd say it would be quite a feat to perform an autopsy in a bathtub. I really can't see that happening. I also can' t see a morgue being so full that there would be a need to do autopsies elsewhere. After all the dead aren't in any hurry for thier surgeries.
I read that when these hospitals where overcrouded they performed autopsys in bath tubs like this one, because the morgues where full..........
