It's not that uncommon for old buildings to have more than one exit sign. Especially if maintenance was done on the cheap.
I guess it's probably new health and safety regulations or better tech. If you begrudge the expense of new signs you are not going to bother removing the old ones.
If the building was still in use there would probably be a glow in the dark sign as well.

You know, putting mud on nettle stings makes them feel much better. Also, when the mud dries it pulls most of the nettle "stinger" hairs out when you remove it (don't wet it to remove it! you will have to start over again from scratch!).
