Canada...The clocks do work, they are lit at night as well. I remember when this place was open to the elements, compared to then they've made a lot of progress with the place. It's in a bad part of town, which complicates trying to find a reuse for it. Thankfully there is a very dedicated group of people who are working on this place as a labor of love. I hope they succeed, as it's an impressive and unique building.

The safe looks as if it has wheels (right rear), if so, it may have transported any sort of valuables or accountable mail. I have seen railway safes for this very purpose in the past.
