I think they were for retrofitting the building with new phone lines, etc. Much of the piping up here seemed to be done after the place was built, and crisscrossed many rooms as to render them useless, so I would guess this nice little attic space was rarely used for a long time.

That square object above the peak is housing for what I believe is the ventilation system, they cover all the vent openings in the roof.
