I'm thinking a dog pen. Dogs can be used as a type of therapy. And think of all the happy thoughts kids would have it they had a dog at the place they were living at. and to make sure the kids did not set it free or hurt it they put it in a fence. To explain the tree in the fence, dogs like shade in the summer. My rambling and trying to be a Lynne.

Or they could have raised their own chickens at one point. You know, save the cost of eggs and chicken nuggets.
