On an extreme close up it looks like it is just a combination of the light and the peeling paint.

I don't agree with the tail thesis, I think that somebody drew a self portrait showing the way that he or she felt in that moment. It's not unusual to project your inner self trough an animal image (totems) I apologize for my poor english, hope you can understand what i mean.
