I worked there for three years in the early 80's.
Given the location (I grew up not far from here, and went to PS 52 on Bird and Grant) I'd say that a patient was strait jacketed in the middle with a loop at the collar to keep them upright during some form of "treatment" or other
I was at the outpatient school there and even that gave me the creeps. I felt I was the highest functioning there and one of the kids I went to the school with really needed to be an inpatient.
