Sure, you pretty much nailed it - lens fogs up a bit in extreme temperature/humidity changes, batteries die quicker in cold weather... that's about it.

Actually, HIPPA laws where in effect in 1996, so, this would be a clear violation of HIPPA regulations and the owners of this hospital could be charged for each client's box abandoned at the building.

I have moved offices, equipment for the Federal goverment. They list all the items in the buildings, serial numbers in a way, with a sticker like this. If they move items from one location to another, or junked the item, it had to be listed. Always wonder if they really could keep track of every little thing.

I COULD be wrong, (It HAS happened,LOL!) but I believe the "tile" on the porch, etc., are actually perforated decorative
cinder blocks/fire bricks stacked and mortared into columns... At a different angle you could probably look right through the molded openings in the blocks...(I used to have a bunch of similar blocks stacked up with boards for shelving)

This reminded me of a childhood vacation in Acapulco, where after 3 days without water in a 5 star hotel, an almost identical sign suddenly appeared in one of the big mirrors by the elevator lobby in our floor, with the word "water" written with feces too, with the leftovers of the "chalk" used droped left in the table... Seems that people start to stake demands in written with watever material they have in hand, once a primary need is deprived.
