I beleive the photagrapher is using the chair as a symbol or signature or both, to accentuate the feeling of sadness or lonliness derived from looking at the photo.

The theme can be seen in many of his shots.

This would make a perfect place to convert to a few restaurants or cafes, a place to hang out. kinda reminds me of a place in Melbourne..,Australia called Abbotsford Convent, which has mostly been converted to restaurants/cafes/bakery/coffee and tea rooms, i hate the city but its a nice place
