I've seen leachate like this on buildings only a decade or so old, but I bet this building sat for quite some time before this started to become apparent. Just goes to show how inferior modern construction has become.

I've noticed in the floor plan you posted of Weeks Hall that there are two rooms labelled "Steam Table," which is a form of hydrotherapy. That's certainly a possibility for what this room was for, although in the diagram the rooms in question do not face the outside.
