Psych hospitals aren't supposed to have exposed pipes or any metal object that can potentially support weight - people use them to strangle themselves (with sheets, towels, shirts, etc.) - even from as low a height as this. Also occasionally people used to trip and crash into them as well. Or so they said - I think someone pushed someone else, but no one ever 'fessed up.
