Because patients tended to wander off and get lost in them in the past, when the steam wasn't at work. Thank God most of that happened before I ever worked at one of these facilities so I never had to do a search, but at each one I've worked at, people have been nice enough to show me the tunnels and they are a true catacomb.

All of the older facilities I have worked at had/have steam. The place I work at now is the first place I haven't had to deal with steam leaks and creepy old steam tunnels.
