That would have made a great movie poster for The Changeling!
Could POSSIBLY be a vacuum form sign machine....you used a thin sheet of plastic, laid over top of movable text, apply heat to the bottom and suction to the top, and a quick roll-on of paint to the raised areas, and pow! Ya gotta sign! Not sure about the stainless table though, maybe they just had one laying around? Did you see any of that type of signage on the site? That would help confirm ....

I have done serious research on human burials & have discovered that weather, soil and YES decomposed bodies do release gases. However ! It's been recorded that mass graves sites from the Holacust were filled in with HUNDREDS of victims. The ground has been known to expand ALSO seen with the naked eye to be actually moving in spots. This is mainly because when they we're shot once, they fell unconscious not always completely dead. As they lined up the next victims on top of the last ones repeatedly covering any that were still alive. Bodies piled in all different direction created air pockets, those that came to could have survived briefly once covered with soil thus making the surface move. Could you imagine being one of those people?

Yes, I believe the hospitals tracked each person as best as they could (some residents were nameless while living at the hospital due to speech or even language barriers).

However I think the numbers on the markers hearken back to the days of when it was shameful to have a family member committed from a wealthy household, and the digits were meant to ensure protect the family's name.

What's all this about people being reduced to a number? I'm sure there was at the time of burial, an index that the hospital would refer to when a deceased patient's family came and wanted to visit the grave or possibly pay to relocate the remains in a private cemetery. The point is they had some policy that the grave markers where to be nondescript so that trespassers whose business was none of theirs could not nose around looking for a particular grave and mess up the place.
Yeeecccch.
