I'm not sure when the building was built, but has anyone thought that central air wasn't even considered in the orginal plans because it didn't exsist. If that was the case, attaching the ducts to the exterior of the ceiling/walls would have saved a lot of money once the initial construction of the building had been completed and inhabitted.
