This Building is not actualy part of pennhurst, this is a coal generating station yet the power in the complex has never been shut off. If you find circut breakers in the tunnels they still light up the buildings. (but i wouldnt recomend lighting any up, trust me)

Late 40's early 50's generator mfg by Waite x-ray division of Picker X-ray. Single phase, ~500mA. Solid green paint later model than speckeled green. should have a large oil filed transformer tank nearby
Houses aren't usually cleaned on a daily - or in some cases weekly - basis with bleach or acid based chemicals that, at the time, were used as Biocides in institutions. The walls inside the janitor's closet where I work are constantly shedding paint chips, much like the walls in these abandoned buildings, from having been exposed to industrial cleaning products and water every day.
Even in modern times, NABC (Non-Acid Bathroom Cleaner) is used widely to clean everything from the floors to ceiling - including windows. It's still not something I'd consider cleaning my walls with at home, though. It's made to kill biohazardous bacteria ... not prolong the life of latex paint.
I've been there once I am going again in a few weeks though.... I did see an Exit sign still lit up.. And like Researcher said There is one light still on outside of one of the wards closer to the Storage building... Then it basically goes into a dead end.. It Is a Very fun place.
At PennHurst their are many sets of steps that look like this... Only some of them have decayed and are now really hard to go up... So stay clear if you go.
