I'm pretty sure they weren't used to hold liquids. They have intentional holes at the bases. Probably a set of platforms for surgeries.

it has been an ordinary bathing room. the apparatus has been removed from the operation rooms in the same building. When i was there for the first time there were still the two bathtubs in their rack. what is left are those two racks.

And now that I see it closer... it definately appears to be the pedestal to an OR table. The wheels were used to adjust height and angle of the table.
