You've made a identification error here.
That munition is clearly marked for CN Tear gas, not OC.
The tiles were removed, their was also a drop ceiling. They were probably in good shape when they were taken. Removal started in the center of the room, then everything was pushed to the center of the room to gain access to the rest of ceiling. With the age of this structure, the original ceiling tiles were probably a decorative metal and fetched a pretty penny for someone. Although this is a prison, the offices were built to impress.
They are taken off to prevent someone from accidentally or intentionally locking someone in. The doors are also extremely heavy which is why no one has taken them for scrap. If they were taken for scrap, depending on where they are taken would be a red flag to the buyer.
