I watched the video motts linked at the beginning. It sounded to me like "child labor" was an excuse to give contracts out and spend money. Looked to me like the farm wasn't being abused as that idea of "child labor" implies.

The idea that it is child labor aside from the age and the fact that it is work that has to be done on a schedule to a standard, I assume the exception is also in the profit taken by the state off of selling excess produce even if it is used for the school and possibly because they are saving the expense of buying that food.
I think that loses something of what people knew when farming was the only way we all et.
I expect some kids were worked harder than others and otherwise put in danger.
