I have to agree with Bobo and Julanne. They definitely look like the correct sized bells to be call bells.

I thought it might be an escape hatch hidden in the laundry room that the patients made over the years. I wonder if any of them got to use it? I hear people got really bored in those asylums after a while. Or, perhaps, the staff built the escape hatch so they could escape the stress of the place! : ) ...Just Kidding!

Looks like it might be a call bell. I know at one time, there were actual pull cords that ran to bells when people needed something. I am not sure when intercoms replaced them.
