Yes that is an intercom, but more specifically it is the nurses' call bell system. A handheld pendant would be plugged into that round connector on the left. The patient could press the button and the nurse would be called to the room. At the nurses' station, they could talk back and forth with the patient to find out what it is they needed before coming to the room to attend to them.
