IIRC the history I read about this place, the grating was indeed added to prevent the prisoners from throwing each other off the balconies. Don't mess with Mugsey! 8^O

This is where they do the lobotomies and brain surgery experiments.

They still use this room to torture offending tourists, then they tie the victims to the beds in that recovery room.

I have no hope of recovery, so this room is perfect for me just as it is.

It was the koolaide man LOL! That thing gave me nightmares when I was a kid, kept dreaming that big pichers of talking koolaide came crashing through my bedroom wall.

As for who pays the bill? Maybe the city? Or whoever is in charge of the working part of the hospital? Surely running a few lights doesn't bring up red flags, so the charges probily just get overlooked and paid without much thought?
