I'll agree with your idea that it was built to seal off the tunnels after the war. The right side looks like it was squared off for a security gate or something.

I saw Mythbusters do a show on right angles for trenches, and it seems like hard angles work much better for blast reduction then slopes.

Therefore, I think this must have been the area where the height disadvantaged worked.
