Not always, sometimes the power (and even heat / air conditioning) is left on for maintenance purposes, storage, power supply to alarms / cameras, and sometimes to just make the building look used. It could have also been an overlooked detail when the building was emptied.

I would guess it was used in a break room or dietary, as the building wasn't very medically oriented.

Interesting - it would explain the pallets, straw and smoke damage. I've also seen fire trucks driving on the property.
