The purpose of trying to hide actual locations is to discourage vandalism, trophy taking/looting, theft, and just plain stupidity. Kids will often use old places like that for hanging out even if they are sober they inevitably start damaging the place and doing things to it, "familiarity breeds contempt".

I think what you are actually looking at is a bed pan washer which would have been used before there were disposable ones. Common in hospitals well into the 70's
