Seized by the Soviets and made into a sizable military installation, who would own this after it belonged to "the state"? Having been left economically destitute after the fall, it would seem the area had little resources available to preserve such things. Vandals smashing windows out aren't helping matters either.

The area seems fairly populated and other abandoned complexes exist. Perhaps some spite for the Soviets plays a part also?
