I wonder if there was a specific intended purpose, it seems like a lot of extra work to punch all those holes in a sheet of steel that is going into a prison. although it was probably cheaper to make the cell walls like this instead of fabricating bars.

Thanks for another great set Motts! I live relatively close to this place and have often wondered what it was like. In fact, this past summer I worked across the street from the prison that replaced this one.
