It looks a lot like an emergency O2 shut-off valve. But it is very close to the ground. Ususally those are eye level to make breaking the glass or removing the plastic easier. I've also seen "Code Blue" buttons down like that - but those fell out of favor because equipment kept activating them.

I used my cell phone's crappy camera to take that shot. Upon looking closer at it, I couldn't see much further detail....it had the stainless steel "frame" and what appeared to be a glass front. I wasn't sure if it was for emergency purporses or some other odd use.
