I think what you are actually looking at is a bed pan washer which would have been used before there were disposable ones. Common in hospitals well into the 70's

My Lord, Mr. Motts, that is indeed a, homemade water softener. le right side is zeolite resin which is regerated with salt, the left side is green sand. That unit needs it's green sand replaced, when it's new it is green, as it is used up it turns brown, then black. The unit is not to old, the plumbing is cpvc which is circa 1970. I am going to share this with my water treatment operator!
