It's a chin strap for a helmet used to prevent head banging. When I worked in a pediatric psych hospital, you'd occasionally have to put violent kids into holds to prevent injury to self or others. If they started banging their head, you'd use a modified sort of foam football helmet. Or your hand. I broke a knuckle like that.

There are some adults that are elderly and need to be in cribs to protect them from falling out of bed and or hurting themselves. This is nothing unusual hospitals have been doing this for many years. It only means the person in the crib will not fall out of bed and get hurt, so what is so complicated about it ?
