The owner also changed plans around often while it was being built, and was known to have been a bit eccentric.

Creepiest "bathroom" ever.....:-0. Also, why does the door open the "wrong" way? shouldn't the door open against the wall instead of into the room? Weird that the floor outside the door is several feet higher than the bathroom floor....

Hm, I would guess two pipes are for water (hot/cold) and probably a third gas line, added after the tile was put in. There also seems to be a 220v outlet installed below for an electric stove... it does seem that some renovations have begun to take place but never finished.

Yes they do. The best rating I found was R1.96 which aint much.
