That part of the followspot is known as the boomerang. It drops colored gels in the light path to color the light. They're used regularly, white light isn't pretty so gels are used to make the harsh light more appealing. Spots like these use gas filled HID lamps that deteriorate quickly when turned on and off and are left on for the whole performance, so the "black" color is used to snuff the light along with the iris. It's really a metal disk with heat reflective black paint on it.

Makes me wonder when exactly you would need such colored lights shining upon you...then again I know nothing of stage/theater so I assume a red/yellow/green/blue light must be effective sometime.
