This is a dispenser for adhesive paper tape. A roll of tape with a dry adhesive on one side was placed in the back of the device. The glass bottle was filled with water that then fed into a reservoir beneath the brush at the front. When the handle of the lever on the left was pulled forward, the tape was fed from the roll over the brush thereby "licking" the adhesive. The numbered wheel at the left indicated the length in inches that was dispensed, When the lever was released the tape was cut to that length.
