This is likely a bomb shelter. Funny that they put it under their ordnance.

It's built like a shelter. I still say it's an ordnance storage structure.
I would say that since this was occupied by both German and Soviet armies, that this structure was likely a revetment-style ammo dump. It's not too visible from the air and is heavily reinforced being that it's mostly buried (revetment).
