The tape is to seal the pipe insulation. That is probably asbestos containing insulation based on age but it could be fiberglass, you'd still want to cover the cuts and openings to keep it sealed since heating makes it very friable over time.

There is a set of pipes in the background, near the middle that look like a person. The pipes look like blue jeans, there is a dark section above that for the torso and a light spot for a head....

Think of this, when this place was functional there was a plant manager, the guy with all the experience. This place covers probably 10 or more acres but he's the one who'd be on the other side of the plant from these controls trying to fix something and be able to tell a worker, oh ya, we need to reset the blah blah blah switch, it' s in the so and so room on the other side of the plant..............go do it. There's always one.

I think that whole getup in the picture needs a deficiency tag, duct tape on the pipes and the missing handle would not be my top choices on the safety of this setup.
