This stuff is all about defense against air raids. The one on the top of the stack says "Air Defense in Pictures". The smaller text at the bottom says "from Undersecretary Dr. Knipfer and Captain Lieutenant, retired, Burkhardt in the German Ministry of Aviation" The middle booklet under that is titled "Air Defense, National Socialist German Worker's Party". My guess would be they used the booklets as references to play the game and learn the skills at the same time.
