Actually they are "überdruckventils" and they were very important in combination with the HES air filtration system. When filtered air was pumped inside these valves would open because of the air pressure getting higher inside than outside. If the filter(s) weren't used the valves would automatically close by their own weight. This way it was impossible for gas to enter the bunker through these valves and still fresh air could circulate. (I'm sorry for bad English, I'm from the Netherlands)
