I agree with Fla. Gator that the gated platform was possibly so that people entering, carrying perhaps a body or something else heavy on a stretcher or not, can just slide it onto the platform without having to haul it up the stairs or bend down and lift it up again.
It's not the blood I think, because the hose is not a part of a suction device but a part of a "shower" used to wash the body so the only thing it can be is rust, because of the water flowing through the hose
