We took a tour here a few years back, a very lovely, albeit dismal, place. Our nurse/tour guide informed us that this building was actually for tubercular patients. The caging on the corner was sort of an airing court where they would put the patients to get some fresh air, supposedly to help cure their "consumption".

I didn't get to see the entire building, but no, didn't see any padded rooms. They've been a pretty rare find in all the hospitals I've gotten to explore.
You are right...I wasn't paying too much attention to that when I first saw the photo.
