Dave - in most of the pix I have from that era the female staff are wearing outfits that look more like what we would identify as a nurse uniform. I am going to guess these were taken in the 10s or 20s.

I worked with a wonderful little girl not that long ago who had to wear leg/body braces that weren't too different than this in design (obviously more light weight). They weren't very comfortable, but she could go like 90 when wearing them.
