At first I thought it was to discourage the unwanted people from using it, but then you would NOT have the deadbolt because it is easy for them to break trying to get in to use it.

When I volunteered at the local low level psych places the LPN's would need to lock the bathrooms until the staff knew someone would actually be in there (sucidal prevention) and they were always type of lock where you could just see from the position if it was 'locked' or 'unlocked'

Those leg braces appear to be able to be attached to a set of corective shoes to. My grandfather being a Shoe Repairman, I remember from my childhood would do sole replacements on the shoes that the leg braces would attach by a couple of bolts.

A lot of larger facilities have the capacity to do surgical procedures. Makes things a lot simpler than sending someone with a severe psychosis or a violent case of Tourette's syndrome to a place where they only know how to treat them for their physical maladies.
We have a closet full of disused equipment like that, as well. One of the advantages of working in a facility that is 120 years old.. Never know when one is going to need a Perkin's Tractor or a Phrenologist's Caliper?
