I think the 'other' may well have done the painting. This looks too vibrant, and has all the earmarks of a significant contemporary graffiti artist. The bird at the apex of the piece looks like a G. It could be the 'other' was signing his work.

That's not in England, that's one of the wings in Walter Reed Army hospital...

This was the main entrance into the hospital.

The steps lead down to other wards and the football pitch and cricket pitch and there used to be a couple of tennis courts. In the summer we used to have a garden fete on the grass outside the church/clock.
