This photo reminds me of the description of the 'wheelers' in Ken Kesey's "One Flew Over The Cuckoo's Nest".

"After breakfast the aides would take the wheelers into the tub room and hose them off..."

Now I feel old--like this building.
The 'writing' on the wall looks like some kind of hieroglyph.
That is hand-worked tile by old-school tilesetters. The work here was designed to last many, many years. Too bad it's in such a state of decay.
