mmm. mold. looking at these pictures reminds me of the smell of the nold i smelt when i went there.

I've seen that material before on the partition walls of old concrete-framed buildings. It's a hollow tile like what chimney flues are made of. It's strange to see it on a ceiling, however. Wonder what holds it up?

It's not that uncommon for old buildings to have more than one exit sign. Especially if maintenance was done on the cheap.
I guess it's probably new health and safety regulations or better tech. If you begrudge the expense of new signs you are not going to bother removing the old ones.
If the building was still in use there would probably be a glow in the dark sign as well.
