The cell blocks in this prison were built in the "big house" style, where the block was contained inside the center of a larger structure, creating a barrier between the inmate's quarters and the outside world. So no, the rooms did not have any windows themselves.

the color makes these windows anything but the boring, utilitarian stuff seen in the other places!

Uh...yowza...people collecting/fighting over things that resemble armored fire hydrants... Anyway, I find it strange that early fan designers didn't think to put covers on the blades in the first place...though in the ceiling they wouldn't need to.
